In 1930 the Chinese Government ordered two new Light Cruisers for the Republic of China Navy ROCN. The contract was made with a japanese yard. One ship, the Ning Hai should be delivered by the japanese yard, the other, Ping Hai, should be build on a chinese naval yard in Shanghai. In 1932 the Ning Hai enters service.
