This is a replacement clip for the rotary clothes line wire holder on (specifically) the South African Retractaline Breezi Dry Washing Line (the green 15mm diameter tubular arms). The original clips tend to break when the line is being replaced, so these are slightly thicker than the originals, for extra strength.
